The Deception Skill is used when a character attempts to obscure the truth of something whether by lying, manipulation, or disguise. The Deception Skill requires an opposed roll, pitting the deceiver's Deception dice against the target's Sense Motive dice.
Example: Neoni attempts blend into a market, wearing a plain cloak, and haggling with a merchant while carefully observing a target. This would require an opposed Deception roll rather than Stealth as she is attempting to deceive onlookers rather than go entirely unnoticed in the shadows.
