With a short ritual, the channeler empowers a willing target to make a magical Oath, providing a +1 Divine bonus to actions that would work toward the completion of the Oath and a -1 Divine Penalty to actions that would work against it at the discretion of the Storyteller. Only one Oath may be active per target, however the channeler may create up to Rank +1 Oaths per day.
