Ruling Guild

Ruling Guilds are responsible for the government within each city. The leaders of various, recognized guilds within each city form a significant portion of a Ruling Guild.

Avemroth

Due to its large number of temples, Avemroth's Ruling Guild has more temple officers on it than the rest of the Free Cities combined.
